President Nixon wasn't actually a commissioned member of the armed forces in 1968-1972, he was Commander in Chief. As such he had to work with the forces and situation left to him by LBJ, and within the constraints of international opinion and the capabilities of the Soviet and Chinese.
Escalation is a two-way street. The politics of the conflict meant that Hanoi could call in chits from Mao and Brezhnev the more we bombed the North.
There was more to be won for Nixon by palling around with Mao than getting into WW3 with China.
